Background

A leading infrastructure program sought immediate support for permitting-related workflows critical to the success of their Oncor initiative. The client required professionals capable of navigating city, county, and agency-specific requirements to streamline permitting for multiple projects. These positions were full-time, on-site roles based at the client’s operations center in Irving, TX.

Selected candidates would play a vital role in tracking work orders (WOs), interpreting technical scope documents and KMZ files, and initiating and updating permitting workflows using Jira and client portals. KMZ refers to a file format used for storing and sharing geographic data, especially in mapping and infrastructure planning. A KMZ file is a compressed version of a KML (Keyhole Markup Language) file, which contains map locations, routes, and other geospatial information. KMZ files are widely used in GIS (Geographic Information Systems) and in this context it means examining project details, including the KMZ file that provides a visual map or layout of the project area. This helps in understanding the geographic context and determining what permits are needed for specific locations or routes.

The team would be tasked with coordinating between designers, municipal agencies, and internal stakeholders to prevent delays in project execution.

Challenges:

  • Fully Onsite Requirement: Candidates had to work exclusively from the Irving office, narrowing the local talent pool.
  • Highly Specialized Workflow: The roles required individuals who could grasp permitting processes quickly and build new workflows where no prior precedent existed.
  • Attention to Detail: The need for meticulous follow-up, frequent cross-checks, and documentation across jurisdictions demanded candidates with persistence and rigor.
  • Technical Platforms: Familiarity with Jira and the ability to navigate external portals (e.g., Oncor permit systems) were essential.
  • U.S. Citizenship Requirement: All applicants were required to be U.S. citizens, further limiting the available candidate pool in a competitive hiring market.
